Aden: Executive Director of Tamdeen Youth Foundation Participates in Consultative Meeting to Empower Local Actors in Health and Nutrition Sectors
Tamdeen Youth Foundation (TYF), represented by its Executive Director, Dr. Jamal Saif, participated in a high-level expanded consultative meeting held today in Aden, under the patronage of His Excellency the Minister of Public Health and Population, Dr. Qasim Mohammed Buhaibeh. The meeting was dedicated to strengthening the role and empowerment of local and national actors in the humanitarian response within the health and nutrition sectors.
Health Minister: Success Depends on Real Partners
In his speech during the opening of the meeting, the Minister of Health, Dr. Qasim Buhaibeh, emphasized the importance of strategic partnership, stating: "We in the Ministry of Health believe that success in this strategy or this work can only be achieved by relying on the real partners who have stood by us during the past ten years, in light of repeated crises, whether in the health sector or in other sectors."
Partnership to Enhance the Localization of Humanitarian Work
The meeting was organized by the Ministry of Public Health and Population, in coordination with the Field Medical Foundation (FMF), and in strategic partnership with the Dutch Relief Alliance (DRA), aiming to develop a practical roadmap that enhances the leadership role of local organizations, contributing to the sustainability of health services and improving their access to the most affected communities.

During the discussion sessions, Dr. Jamal Saif presented interventions focusing on the priority of localizing humanitarian work as a primary entry point for addressing the challenges accumulated due to years of conflict, stressing the necessity of transforming international commitments into practical measures on the ground. He also emphasized that national cadres possess the greatest ability to understand the local context and respond effectively to the needs of communities.
The discussions covered several procedural tracks, most notably:
- Developing the sectoral matrix for empowering national actors.
- Integrating empowerment indicators within the plans of the health and nutrition sectors.
- Enhancing coordination between national and sub-national levels to ensure effective implementation.
Dr. Jamal also stressed the importance of moving from the stage of involving local actors to their actual empowerment in leading humanitarian interventions, in a way that enhances efficiency and sustainable response.
A Unified Vision for the Future of the Health Sector
The meeting reviewed data and reports on the deterioration of the health sector and the rise in malnutrition rates since 2015. Participants concluded with a shared vision emphasizing that empowering local actors represents an imperative necessity to face health challenges and ensure a better future, especially for children.
The meeting concluded by emphasizing the work toward formulating a joint strategy for rehabilitating the health sector, enhancing national ownership of projects, and identifying practical measures that strengthen the quality and sustainability of the work of local and national actors in the health and nutrition sectors.
